ITANAGAR, May 12: Exposing the dark side of Arunachal police, three police constables were yesterday arrested for drug peddling by Itanagar police. Arrested persons are constable (Ct) Jopha Wangsu 1st IRBn, Ct K Wangsu APP and Ct Jawan Kamba 1st AAPBn. Acting on a tiff off, the city police lead by SDPO Techi Hanyir alongwith officer in charge of Itanagar PS T Bage arrested Jopha Wangsu from Itanagar. Brown Sugar was recovered from him. Wangsu is currently lodged in police custody.
A case under NDPS act has been initiated against the three accused. Meanwhile City police SP Deepankar Mishra warned that they will intensify the fight against drug peddling in coming days and will not tolerate such illegal activities.
NSUI flays BJP, other Orgs
ITANAGAR, May 12: The National Student’s Union of India (NSUI), Arunachal Pradesh and the city unit today denounced the demand of the BJP state unit and AYO, YOMA and SAYA for resignation of the Chief Minister. Condemning the demand as baseless, the NSUI city unit also flayed the state BJP for its decision to call bandh on May 15.
BJP should put pressure on the Centre for solution of border problem and stapled visa issue with China instead of misguiding the people of the state, the city NSUI unit said. BJP’s “Achhe Din” remains a dream despite completion of one year in office, it further said.

The five day rally conducted by the ARO Jorhat had had about 10000 candidates, of which a total of 117 young men were selected to join the Indian Army and out of which Tirap, Changlang and Longding bagged 52 posts (mostly in GD) which is a commendable achievement. The DC opined, such initiatives from the Indian Army and other Central Forces will bridge the youth of these trouble torn districts with the national mainstreams as well as, it augurs economic well being of these backward populace. ANYA seek transfer of ARC
ITANAGAR, May 12: The All Nyishi Youth Association (ANYA) has alleged that allotting of rooms at Arunachal Bhawan in New Delhi are being done in an unfair manner.
Most of the people who seek rooms in the Bhavan include patients, poor travelers from the state, parents of countless students at Delhi and many others, but they are not allotted seats due to the officers concerned of the Bhavan, lamented president ANYA Biri Kakum blaming the Assistant Residential Commissioner (ARC) for the conduct.
Many top politicians, businessmen, private parties are allotted rooms in the Bhawan for months and even years in the name of works and holidays in Delhi, thus snatching the rights of various poor people visiting the national capital from the state. Those politicians and influential individuals are offered seats on soft and extra payments, which is not a fair act, he said demanding transfer of the ARC.
ANYA gave 10 days ultimatum to the GoAP failing which it stated of going ahead with its democratic movement for fulfilling the demand.
The association further appealed the power department to restore all the damaged street lights existing in all the sectors and lawns within the twin Capital cities in order to prevent various acts of crime.
Fulfill assurance soon: AASSATA
ITANAGAR, May 12: All Arunachal Sarva Shiksha Abhiyan Teachers Association (AASSATA) and its’ federal units from eighteen districts of the state in a joint meeting held here yesterday unanimously appealed to the state Govt, particularly education department to expedite the official process for early fulfillment of its demands.
Earlier, AASSATA had deferred its proposed protest rally following the assurance of the education minister on May 7 to look into its demands at the earliest.

ITANAGAR, May 12: Arunachal Students Union Delhi (ASUD) has reiterated its demand for release of stipend to the students of Arunachal Pradesh studying in various colleges, universities and other educational institutions in Delhi and NCR (National Capital Region).

ITANAGAR, May 12: The Tamin Elite Society (TES), Daporijo in a representation to the Chief Minister today requested for immediate arrest of all the accused persons involved in the attack on Tanu Loriak, SE RWD, Rupa. Loriak was attacked by a group of miscreants while discharging duty on May 5 at Rupa.
Expressing concern over frequent attack on senior officers like T K Tagin, SE RWD (HQ) in recent past and now Loriak, the Society said frequent attack on senior officers is a dangerous trend in a democratic society and it is also violation of fundamental and legal rights of the individuals enshrined in the Constitution of India.
While condemning the attack, the TES further demanded immediate arrest of the absconding accused and punishment to all the accused persons. Other demands include handing over the case to one senior competent officer not below the rank of Deputy SP to expedite investigation and submission of chargesheet as per law.

ITANAGAR, May 12: The Save IG Park Youth Welfare Association has extended support to the District Administration’s initiative to save the lone park of Itanagar. The Association stated that IG Park is the only park in the twin city, where many mega events are organized every year. J.P. Rajkhowa appointed as new Arunachal Governor
ITANAGAR, May 12: In the latest appointments of Governors, J.P. Rajkhowa has been appointed as the Governor of Arunachal Pradesh.
Governor incumbent, Lt. General (Retd.) Nirbhay Sharma is transferred and appointed as Governor of Mizoram for the remainder of his term, stated an official communique.
A former bureaucrat, Jyoti Prasad Rajkhowa (born in 1944) is the former Chief Secretary of Assam. He is a retired Indian Administrative Service (I.A.S) officer from 1968 batch. He did M.A in Economics from the Delhi School of Economics.
Meanwhile, Shrimati Droupadi Murmu has been appointed as the Governor of Jharkhand, Tathagata Roy as the Governor of Tripura,V. Shanmuganthan as the Governor of Meghalaya and Dr. Syed Ahmed, Governor of Jharkhand is transferred and appointed as Governor of Manipur for the remainder of his term. Political leaders top corruption list in RGU report
Police, Govt Servants and Panchayat leaders makes it to the dubious list

ITANAGAR, May 12: According to a survey conducted by the Political Science department, Rajiv Gandhi University, an overwhelming 91% people participating in the survey think that political leaders are corrupt in the state while 97.36% believe that political leaders earn more wealth after getting elected while 95.39% says political leaders favour their kith and kins.
While majority of respondents declared politicians as the most corrupt, the survey
put up some intriguing data. On the question, which section of society is the most
corrupt, 20% thought police is extremely corrupt followed by Panchayat leaders-
The interesting facts and figures came after two researches were carried out by Dr. Nabam Nakha Hina, HoD, Political Science department, Rajiv Gandhi University and Jobe Riba, Ph.D scholar RGU on corruption issue for a national seminar.
As per the public opinion taken from research scholars and MA students of RGU by Dr. Nakha, an overwhelming 91% think that political leaders are corrupt. 97.36% believe that political leaders earn more wealth after getting elected while 95.39% says political leader favour their kith and kins.
In Arunachal, it is generally believed that elections are won by money and not necessarily by the popular mandate. The survey conducted by Dr Nakha has further firmed this belief.
On being asked whether money and wealth is required for contesting election, 65.78%
of respondents said yes while 34.21%-
As per the another survey which was conducted by Jobe Riba, Ph.D scholar, RGU in Papum Pare District (Capital Complex, Itanagar) and West Siang District, 80% of the people reported that corruption was a serious problem in the state. The interviewees were youths ranging between 15 to 35 years. The study started with a basic question on whether corruption was a serious problem in Arunachal Pradesh.
However, 16 % respondents think that corruption was not a serious problem. On queried whether corruption had increased or decreased over the last five years, 63% of the respondents reported that corruption had increased a lot in the last five years.
Exposing the corrupt system prevalent in the state, a whopping 54% respondent stated that they have given bribe for acquiring basic services from the government service providers (government servants). What is worrisome is that 17% respondents claim to be frequently paying bribe to the government service providers. 46.66% paid bribe to speed up things, while 26% to avoid problem with the authorities.
In the recent past student organizations have also come under severe criticism regarding their role. In order to generalize these assumptions, the respondents were asked to place their opinion whether the student organizations in the state are free from the clutches of corruption. Astonishingly 32% responded that the student organizations were corrupt, where as 17.33% believed that the organization were extremely corrupt followed by 18.66% somewhat corrupt and 6.66% very corrupt. However 25.33% believed that the student organizations are free from corruption.
Despite having negative view about student organization, still a large number of people see the pressure groups as saviour against corruption. 46.66% of them believed that the pressure groups would be more effective in fighting corruption followed by mass media 16.66%, NGOs 16.66% and the individual himself 6%. Shockingly youths have negligible faith in the government machinery to fight corruption as only 6.66%, trust judiciary followed by 3.33% on state accountability institutions and 3% on the executive.
Hopefully the above mentioned figures will further take the debate about corruption to a higher notch. Also the people of Arunachal should do some soul searching as some of the data, questions their credibility and honesty to a large extent.

State govt should release central funds soon, says NHM
ITANAGAR, May 12: The Director (Finance), National Health Mission, Govt of India, Kavita Singh has underlined the need for the State Govt. to expeditiously release funds sanctioned by Govt. of India for National Health Mission to the State Health Society to ensure smooth implementation of the flagship programme of the health department.
Expressing concern over delay in the release of funds from the State exchequer which has adversely affected fund utilization rate, she urged the State authorities to expedite utilization of NHM funds so that demand for further release of funds can be justified.
“Fund released by Govt of India should be used judiciously for smooth implementation as per determined objective and every penny meant for health facilities deliverance must be accountable”, she said while addressing the accounts personnel and senior medical officers at a review meeting held at Hotel Donyi Polo Ashok, Itanagar on 12th May, 2015.
Tariq Thomas (special secretary health) urged the accounts officials to maintain proper physical and financial reporting and asked them to synchronize physical progress with financial progress. Responding to the concern expressed by the visiting official, Thomas stated that the issue of delay in fund release was raised in the meeting of the State Health Mission and the Chief Minister had assured early release of both State Share and Central fund from the State exchequer.

ITANAGAR, May 12: “We will still go ahead with the statewide bandh call if the Governor continues to turn a deaf ear to our demands”, declared BJP Jan Andolan Committee chairman Tame Phassang. He was addressing media persons at press club this afternoon.
The committee during the Jan Andolan rally at IG Park yesterday had declared Capital bandh call on May 15 next. The party has been demanding the Governor for imposition of financial emergency in the state, institution of investigation committee over financial mismanagement and resignation of Chief Minister Nabam Tuki on moral ground.
Ridiculing the Arunachal Pradesh Congress Seva Dal (APCSD) for trying to defend Congress led state government, Phassang said, “By seeking the help of Seva Dal, it is seen that the government is trying its last resort to defend itself”.
On being questioned if the party is not concerned with the Arunachal Pradesh Unlawful Activity (Prevention) Act, he said that if any of their members are arrested during bandh call they will go ahead with Jail Bharo Andolan.
“If any of our members are arrested, we will ensure that all jails are full”, he declared.
The committee, meanwhile, has exempted students appearing for their undergraduate examinations on the day and staffs of the examination centre from the purview of bandh.

General Singh is doing the research work in Arunachal Pradesh on finding out the details of the martyrs. Mentally challenged girl found dead at Hospital

ITANAGAR, May 12: A girl was found dead mysteriously at the Daporijo district hospital here today.
The girl, aged around 14 years was found at the corridor of childrens’ ward of the hospital this morning.
The police after being informed are investigating the death. Postmortem was not performed as the family members didn’t want it done. Eventually the cause of the death remains unexplained.
Medical Superintendent, Dr.P.Kadu, informed that the girl was lying in the hospital since many days and was mentally challenged. No one had come for her when she was lying abandoned in the hospital.
The Medical Superintendent also informed that the normal conduct of duties and management in the district hospital is becoming a great hurdle due to unregistered mentally challenged persons sheltering in the hospital without any guardians. The numbers of mentally challenged people are increasing day by day in the hospital. Staffs are afraid to deal with them and have not been effectively discharging their duties. These unknown and untended people are not only creating fear psychosis in the hospital premises but are also damaging the medical property, Dr. Kadu added.
It is high time that the authorities initiate immediate action to curtail this problem by shifting these abandoned people to a proper place where they can be sheltered and treated.
Nurses urged to serve humanity on World Nurses Day
ITANAGAR, May 12: World Nurses Day was celebrated in different parts of the state today with an urge to the nurses’ community to follow the path of Florence Nightingale in serving the humanity.
Addressing the first batch General Nursing Midwifery (GNM) of Govt. School of Nursing here today, MLA Kaling Moyong said, “From today onwards you have stepped into world of responsibility and human service. Your behaviuor and dedication will make a difference in the treatment of patients, mentally and physically”.
“Nurses have a great role in the health services so they have to take up the challenges with utmost sincerity”, said the MLA. The MLA assured to take up the stipend issue of the GNM students at the appropriate level. Moyong was very optimistic that good number of development packages will come in the near future.
Regarding establishment of institution like AIIMS or medical college in the area, the MLA informed that the issue is being taken up with the concern authority and all have shown positive responses.

Make ‘Siang’ a model district: Taloh
PANGIN, May 12: Education Minister Tapang Taloh has called upon the people to cooperate with the administration to make ‘Siang district’ a model district of the state. No development process is possible without the support of the people, he added. Taloh was addressing the people at a public meeting here at the village Dere (community hall) during his visit to Riew village.
“Siang District” was created to address the administrative bottleneck of the people who had to go to Pasighat, every now and then for all important official works”, the minister said adding, “whatever we have done with older district headquarters cannot be undone but new one’s like Pangin should come up with proper plan.”
Assuring all sorts of help to bring administration at the doorsteps of the needy
people, minister Taloh stated that he is committed to connect every remote villages

While highlighting the achievement of the education department in particular the minister informed that engineering college and Sainik School are being introduced and adequate teachers would be posted in all schools. He stressed on increasing enrollment in schools and appealed the teachers to discharge their duties with sincerity and dedication.

Relief items for Nepal quake victims
TAWANG, May 11: Lending helping hands to the grief stricken Nepal, the New Market Committee here has donated relief items for the last month’s earthquake victims yesterday.
The committee handed over 27 bags of rice, 4 bags atta, 1 bag maida, 14 cartons mineral water, 2 bags salt and 300 packets of noodles to the SSB personnel who will dispatch the relief items to Nepal Armed Police Forces.
Initiating the relief drive, the SSB had made an appeal to the New market bazaar committee, Old market bazaar committee and Nehru market bazaar committee, the three major market committees of the headquarter, and the public of the district to render help for the quake victims.
"This is a small initiative from us to show our solidarity to the flattened Gurkha heartland and our peaceful Himalayan neighbour", New Market Bazaar Secretary Dorjee Tsering said.
Earlier, Rs. 1,08,360 was collected during the recently culminated three days Tawang festival as relief aid for Nepal and was forwarded to the Chief Minister's Relief Fund, informed Tawang Deputy commissioner Abishek Dev. [Tawang vigilance]
Arunachalee lifter to represent country at World Championship in Poland
ITANAGAR, May 12: The Indian Weightlifting Federation has selected Kojum Taba of
Arunachal Pradesh to represent India at 2015 IWF Junior World Weightlifting Championship
to be held at Wroclaw, Poland from June 3-
Kojum had stunned senior lifter cum National Game-
Impressed upon his achievement, Kojum was inducted as Junior Commissioned Officer (JCO) in the Indian Army in April 2015.
Kojum along with the Indian team will leave Poland on June 4.
Meanwhile, Jimjang Deru (56kg) and Lalu Taku (62kg) are in the core camp for the Youth Commonwealth Games while Sambo Lapung (69kg) Kg has been selected for Commonwealth Championship.
District Level Badminton Championship concludes
AALO, May 12: Gumjo Lollen and Ingam Potom won the men and women’s single titles respectively in the district level badminton championship which was held at Tourist Complex here from May 7 to 10.
While Lollen beat Kenli Riram in the men’s single final, Ingam outclassed Kapu Rumi in women’s category to win the title.
In men’s double final, the pair of Jarsa Gamlin and Lee Sora beat the duo of Kenjo Karbak and Kenjom Ete. The women’s doubles title was won by Domgam Boje and Oni Lona beating the pair of Lily Rumi and Kapu Rumi.
Boys under 15 single title was won by Kirto Nyorak beating Gumken Riram.
Saken Gamlin and Gumken Riram beat the pair of Ejom Geyi and Kirto Nyorak in the final to win the Boys under 15 Doubles title.
Lukjir Rumi and Lukjar Rumi walked away with the prize for the most disciplined team.
Er. Dugjum Lona and Marconi Potom, Deputy Director UD & Housing attended the closing ceremony yesterday. Both the guests encouraged the participants to keep up the spirit of games to participate in the state and national level competition.
Gego Doji, Secretary DSA, Jarsa Gamlin, President Aalo Badminton Club, Er. Kenjom Ete Organizing Secretary and Dr. Karken Rina also shared few words of advice to the budding players.
Medals, certificates and cash prizes were distributed to the winning players on the occasion.

Arunachal Pradesh is going through a difficult time. Even as state is battling serious financial crisis of epic proportion, the political parties are busy trying to score brownie points over each other. BJP is organizing series of rallies against the alleged financial mismanagement of present government and has even declared state wide bandh call on 15th of May in this regard. On their part state government is busy fire fighting the opposition allegations and therefore is not able to concentrate in governance.
This is seriously hampering the developmental activities. Even though everyone is busy talking about financial problem, nobody is trying find out the root cause of the problem. However, People’s Party of Arunachal (PPA) today made an important point in this regard. PPA stated that the current fiscal mess in the state is mainly due to spending huge unaccounted public money unmindfully during elections to buy potential rival candidates. The point raised by PPA is serious and need thorough investigation. It is widely alleged that during last assembly election huge money was spent to buy rival candidates as well as voters. The point raised by PPA could be one of the reasons for present crisis. Civil society bodies along with the opposition parties should demand investigation into the allegation leveled by PPA.

Give a chance to unemployed youths
Dear Editor,
This is in response to your May 9th edition in which Arunachal Pradesh Block Development Officers’ welfare Association has opposed the direct recruitment of Jt. BDO, RWD.
Through the medium of your paper, the unemployed youth of this state strongly object to such move by the Association because everyone must be given equal opportunity to prove their ability.
Rather they should welcome such clean & clear advertisement for the sake of thousands of overqualified youths. If necessary they should also apply for the same post to prove their ability. Why that various association of Govt. departments is block the direct recruitment and ask for promotion without any quality.
If all the departments of govt of Arunachal form association for their personal development than what about the future of the youth of this state?
We thank the concern department for the proper advertisement & hope that they will transparently recruit candidates on merit basis.
Lastly, we urge the genuine associations and to raise their voice against such illegal demands.

Surviving without salary
Dear Editor,
It’s been 10 months since we were appointed under APTET SSA but we are yet to get our salary.
State Government has appointed more than 150 SSA Teachers in July last and they have been posted to different districts of the state, but the Government has failed to pay the SSA salary.
I want to know from the State Project Director (SPD), SSA Government of Arunachal Pradesh how a government employee is able to survive without salary for a period of ten months?
We read about absenteeism of SSA Teachers but have anyone tried to find out the difficulties facing the SSA Teachers whom the state government have posted in very interior parts of the state.
We are hoping that state government would release our salaries before completion of the summer vacation so that we could join our respective schools on time.

Organise Dree festival in more innovative away
Dear Editor,
I, being a participant at the Dree Festival celebration in capital complex since 1981, would like to request Takhe Tayo, Art and cultural secretary, Capital Complex Dree Festival Celebration Committee (CCDFCC) to try his best to organize cultural competition more better and innovative way by giving due importance of traditional costumes during cultural programmes. At the same time, I would also like to request the Games and Sports Secretary, CCDFCC to organize sports competitions in very innovative away including games like Football (Senior/Junior), Volleyball, arm wrestling, wrestling, high jump and Ekho Rokha (for male and female). Emphasis should be given on Ekho Rokha which is a traditional sports with lots of fun and attractive prize may be kept for Ekho Rokha.
At the same time, it is my ardent request to all interested cultural troupes and other participants in sports and games to contact respective secretaries in advance for effective participations in the cultural and sports events and other competitions.
However, I found varied designs of Apatani traditional dresses which help the cultural events to become more colourful and attractive during Dree festival at Itanagar. I wish cultural competitive events would be more attractive with Solo dance, duet dance, folk dance, group dance, solo song without track and with track in ensuing Itanagar Dree festival 2015 which is being scheduled to be held on 2nd and 3rd July 2015 at Dree ground Itanagar.
Lastly, I want to request all the brothers and sisters of Apatani community residing at Itanagar to participate in the ensuing Dree festival celebration Itanagar 2015 to make it a grand success. My request to the CCFDCC to take initiative for giving due recognition to the contributions of some senior Apatani brothers who are no more with us but contributed a lot in growth of Dree Festival Celebration in Capital Complex.
